The Indonesian General Elections Supervisory Agency (Bawaslu) recorded a General Election Vulnerability Index (IKP) of 91.59 (on a scale of 0-100) for Bandung Regency in 2022. This was the highest IKP among the 26 other regencies/cities in West Java Province.
The next highest IKP in West Java was Majalengka Regency (67.14), followed by Tasikmalaya Regency (65.42), and Cirebon Regency (64.79).
Bandung City had the lowest IKP in West Java, at 11.96. This was followed by Depok City (13.22) and Bekasi Regency (14.55).
Of the 27 regencies/cities in West Java, 9 were categorized as high vulnerability (IKP 49.33-100), 16 as medium vulnerability (IKP 13.47-49.32), and 2 as low vulnerability (IKP 0-13.46).
According to Bawaslu's definition, election vulnerability encompasses anything that disrupts or hinders a democratic election process. This vulnerability is measured using four main indicators:
* Socio-political dimension: encompassing security, election organizer authority, and state authority.
* Election organization dimension: encompassing voting rights, campaign implementation, voting process, election adjudication and objections, and election supervision.
* Contestation dimension: encompassing the right to be elected and candidate campaigns.
* Participation dimension: encompassing voter participation and community group participation.
