UNEP notes that while sectors are shifting towards renewable sources and electrification, this is not happening fast enough to significantly replace fossil fuels. GHG emissions occur across various economic sectors and are driven by diverse socio-economic activities and processes.

UNEP also assesses that underlying these activity levels are final demand trends for goods and services, such as food and water, mobility needs, demand for capital goods and infrastructure, and access to household energy services like heating, cooling, and lighting.
