The Indonesian General Elections Supervisory Agency (Bawaslu) launched the 2019 Election Vulnerability Index (IKP) at the Bidakara Hotel, South Jakarta, on Tuesday, September 25, 2018. The IKP is an effort to map and detect early potential vulnerabilities in the 2019 election process in various regions.
Based on the survey, West Papua was recorded as the province with the highest potential for election vulnerability, with an IKP of 52.83. Following in second place was Yogyakarta Special Region with an IKP of 52.14, and West Sumatra in third place with an IKP of 51.21. Meanwhile, Bangka Belitung had the lowest level of election vulnerability with an IKP of 44.18.
In calculating the 2019 IKP, Bawaslu used four dimensions: socio-political context, free and fair administration, contestation, and participation. The IKP levels are divided into three categories: IKP 0-33 is categorized as low vulnerability, IKP >30-60 as medium vulnerability, and IKP >60-100 as high vulnerability.
