Various elements of civil society, which are members of the Fact-finding Commission (KPF), conducted independent investigations and open source intelligence (OSINT) related to the August 2025 demonstration events.
In its report, KPF included a series of findings, including the number of political prisoners or detainees, after the protest based on data from the Youth Movement Against Criminalization (GMLK).
As of February 14, 2026, GMLK recorded 703 detainees who were undergoing legal proceedings, with 506 people being found guilty, or 71.98% of the total.
"Meanwhile, 31 people still cannot have their criminal status confirmed," explained KPF in the report The Largest Silencing Operation of Young People Since the Reform Era.
The following is a breakdown of the number of detainees based on their legal status as of February 14, 2026, according to GMLK data in KPF's report:
- Found guilty: 506 people
- Detained: 125 people
- Diversion (juvenile defendants): 18 people
- Suspended (under investigation): 9 people
- Released or suspended: 7 people
- Suspended (in trial): 6 people
- Died: 1 person
- Could not be confirmed: 31 people
According to GMLK, the five provinces with the largest number of detainees are East Java Province (191 people), DKI Jakarta (163 people), Central Java (113 people), West Java (72 people), and South Sulawesi (54 people).
"As of February 14, 2026, KPF collected 23 types of legal articles used by law enforcement officers to prosecute demonstrators, students, citizens, and those who became detainees," explained KPF.
KPF conducted independent investigations and OSINT for five months on 115 interrogation records (BAP) and more than 63 informants and witnesses.
In addition, they conducted research on legal documents, digital forensics, photos of the incident, and analyzed the events from various perspectives in 18 cities, 8 provinces, and covering 4 countries.
