The Indonesian government, through the Ministry of Finance, is intensifying its pursuit of former Bank Dalam Likuidasi (BDL) recipients of Bank Indonesia Liquidity Assistance (BLBI) funds. For over 20 years, hundreds of trillions of Rupiah in state funds remain unrecovered.
BLBI was an assistance scheme provided by Bank Indonesia to banks experiencing liquidity problems during the 1998 Indonesian monetary crisis. According to Ministry of Finance data, as of the end of 2020, 18 former BDLs had yet to settle their receivables or debts to the government, totaling Rp 10.03 trillion. This comprises 14 BDLs from banks receiving bailout funds, with outstanding government receivables of Rp 7.73 trillion, and 4 BDLs from banks receiving guarantee funds, with outstanding receivables of Rp 2.31 trillion.
Two former BDL banks had settled all their obligations by the end of 2020. First, Bank Jakarta, a BDL receiving bailout funds, with obligations of Rp 210.99 billion. Second, Bank Ratu, a BDL receiving guarantee funds, with receivables of Rp 71.82 billion.
The following is a list of 18 former Bank Dalam Likuidasi banks that have not yet settled their government receivables:
1. Bank Harapan Sentosa (BHS)
Bank Harapan Sentosa has outstanding government receivables of Rp 3.17 trillion, the largest among the other 17 BDL banks. The initial receivable balance from the bank owned by Hendra Rahardja reached Rp 3.87 trillion, while repayments only reached Rp 692.48 billion by the end of December 2020.
2. Bank Pasific
Bank Pasific's outstanding debt to the government is Rp 1.48 trillion. The initial receivable balance was Rp 2.13 trillion, but only Rp 645.56 billion was repaid to the government by the end of 2020.
3. South East Asia Bank
South East Asia Bank still has outstanding government receivables of Rp 699.35 billion. The initial receivable balance was Rp 899.4 billion, with repayments of Rp 200.04 billion.
4. Bank Pinaesaan
Bank Pinaesaan still has outstanding government receivables of Rp 612 billion. The initial receivable balance was Rp 681.08 billion, while repayments only reached Rp 68.21 billion by the end of 2020.
5. Sejahtera Bank Umum
Sejahtera Bank Umum still has outstanding government receivables of Rp 450.23 billion. The initial receivable balance was Rp 1.69 trillion, while repayments reached Rp 1.24 trillion by the end of last year.
6. Astria Raya Bank
Astria Raya Bank's outstanding government receivables amount to Rp 356 billion. The initial receivable balance was Rp 578.92 billion, with payments of Rp 221.97 billion by the end of 2020.
7. Bank Mataram Dhanarta
Bank Mataram Dhanarta's outstanding government receivables amount to Rp 295.57 billion. The initial receivable balance was Rp 336.76 billion, and payments only reached Rp 41.19 billion by the end of 2020.
8. Bank Citrahasta Dhana Manunggal
Bank Citrahasta Dhana Manunggal still has outstanding government receivables of Rp 167.68 billion. The initial receivable balance was Rp 201.8 billion, with repayments of Rp 34.13 billion by the end of 2020.
9. Bank Industri
Bank Industri's outstanding government receivables amount to Rp 147.72 billion. The initial receivable balance was Rp 511.47 billion, with repayments of Rp 363.75 billion by the end of last year.
10. Bank Anrico
Bank Anrico still has outstanding government receivables of Rp 137.56 billion. The initial receivable balance was Rp 210.08 billion, with repayments of Rp 72.53 billion by the end of last year.
11. Bank Kosagraha Semesta Sejahtera
Bank Kosagraha Semesta Sejahtera had an initial receivable balance of Rp 201.81 billion, with repayments of Rp 99.24 billion by December 2020. Therefore, Bank Kosagraha Semesta Sejahtera still has outstanding government receivables of Rp 102.57 billion.
12. Bank Dwipa International
Bank Dwipa International still has outstanding government receivables of Rp 75.11 billion. The initial receivable balance was Rp 110.11 billion, with repayments of Rp 34.99 billion by the end of December 2020.
13. Bank Guna International
Bank Guna International owes the government Rp 12.35 billion. The initial receivable balance was Rp 251.06 billion, with repayments of Rp 238.72 billion by the end of 2020.
14. Bank Umum Majapahit Jaya
Bank Umum Majapahit Jaya still has outstanding government receivables of Rp 6.05 billion. The initial receivable balance was Rp 8.54 billion, with repayments of Rp 2.5 billion by the end of December 2020.
15. Bank Dagang Bali
Bank Dagang Bali still owes the government Rp 832.55 billion. The initial receivable balance was Rp 1.33 trillion, with repayments of Rp 498.96 billion by the end of 2020.
16. Bank Asiatic
Bank Asiatic still has outstanding government receivables of Rp 797.04 billion. The initial receivable balance was Rp 886.58 billion, while repayments reached Rp 89.54 billion by December 2020.
17. Bank Global International
Bank Global International's outstanding government receivables amount to Rp 473.53 billion. The initial receivable balance was Rp 804 billion, while repayments only reached Rp 330.71 billion by the end of 2020.
18. Bank Prasida Utama
Bank Prasida Utama still has outstanding government receivables of Rp 206.24 billion. The initial receivable balance was Rp 227.13 billion, while repayments only reached Rp 20.9 billion by the end of 2020.
