Most BPJS Employment Participants are Micro-Scale Businesses

According to data from the Ministry of Manpower (Kemnaker), 839,937 companies were registered as participants in the Manpower Social Security Agency (BPJS Ketenagakerjaan) program in February 2025.

Based on business scale, the majority, or 677,820 companies, are micro-businesses.

Furthermore, there are 78,829 small businesses, 50,614 large businesses, and 32,666 medium-sized businesses.

The criteria for business scale are detailed in Government Regulation Number 7 of 2021, as follows:

* Micro-businesses: have a maximum capital of Rp1 billion (excluding land and buildings used for the business) and annual sales of a maximum of Rp2 billion.
* Small businesses: have capital of more than Rp1 billion but a maximum of Rp5 billion (excluding land and buildings used for the business), and annual sales of more than Rp2 billion but a maximum of Rp15 billion.
* Medium-sized businesses: have capital of more than Rp5 billion but a maximum of Rp10 billion (excluding land and buildings used for the business), and annual sales of more than Rp15 billion but a maximum of Rp50 billion.
* Large businesses: have capital and annual sales exceeding those of medium-sized businesses.

Kemnaker also recorded that East Java had the highest number of BPJS Ketenagakerjaan participant companies nationally, with a total of 129,060 companies in February 2025.

This is followed by DKI Jakarta with 113,116 companies, Central Java with 100,104 companies, and West Sumatra with 43,930 companies.
