The Ministry of Finance (Kemenkeu) reported that Indonesia's gross tax revenue realization reached IDR 1,985.48 trillion from January to November 2025.
Meanwhile, net tax revenue realization, calculated as gross minus refunds, amounted to IDR 1,634.43 trillion during the same period.
Deputy Minister of Finance, Suahasil Nazara, detailed five components of tax revenue.
The largest is Value Added Tax (VAT) and Luxury Goods Sales Tax (LST), with gross deposits of IDR 907.93 trillion. This figure saw a slight increase of 0.1% from the same period last year (year-on-year/yoy).
From that gross figure, the net amount was IDR 660.77 trillion. However, this net revenue was still down 6.6% (yoy).
According to Suahasil, VAT and LST by the end of November 2025 already showed positive signs, although growth was still small. He hoped that December's revenue would be stronger.
"VAT and LST are the pulse of the economy. Because VAT is paid when there are transactions. If there's no VAT, there are no transactions. So, if VAT grows positively, it means transactions are also growing positively," said Suahasil during the online press conference 'APBN KiTa' on Thursday (December 18, 2025).
Suahasil acknowledged that this component's revenue included refunds, which caused its net growth to remain negative.
"Actually, there was an improvement in net figures in October 2025," he said.

Suahasil explained that the net amount of IDR 186.3 trillion from other tax components would later be categorized under Income Tax (PPh) or VAT (PPN).
"This is a feature in our Coretax system, so taxpayers can pay first and then officially register their payments after submitting their respective tax returns (SPT)," said Suahasil.
