According to the Indonesian Forum for Budget Transparency (FITRA), the budget allocation for the legislative function of the House of Representatives (DPR) in 2025 reached Rp237.35 billion for 11 activities.
The largest budget is allocated for proposed bills (UU) from DPR commissions, followed by the socialization of laws by DPR members.
Here is a breakdown of the DPR budget allocation based on the legislative function in 2025, based on the DPR's List of Budget Implementation Items (DIPA) processed by FITRA:
1. DPR-proposed bills by commissions: Rp76.13 billion
2. Reports on the socialization of laws by DPR members: Rp38.73 billion
3. Government-proposed bills by commissions: Rp35.66 billion
4. DPR-proposed bills by the Baleg (Legislative Body), Pansus (Special Committee), and individual members: Rp26.29 billion
5. Open cumulative bills: Rp17.92 billion
6. National legislation program: Rp12.53 billion
7. Government-proposed bills by the Baleg and Pansus: Rp11.47 billion
8. Report on the implementation and monitoring of other Baleg tasks: Rp10.18 billion
9. DPR regulations: Rp3.90 billion
10. Cases in the Constitutional Court: Rp3.87 billion
11. Legal cases inside and outside the court by the DPR's legal team: Rp0.67 billion
FITRA explains that each function has a different number of activities. For example, in the drafting of DPR commission-proposed bills, there are 11 activities, so each activity receives a budget of Rp6.92 billion.
"For the drafting of DPR-proposed bills by the Baleg, Pansus, and individual members, amounting to Rp26.29 billion with 6 volumes (activities), so each volume receives an allocation of Rp4.38 billion," said FITRA in its report (25/8/2025).
Despite the large budget, FITRA considers the DPR's performance suboptimal, as the results of the discussion of draft bills (RUU) remain minimal.
"As of August 2025, out of 47 bills in the DPR, only 4 bills have been completed, 2 bills are still in the discussion and proposal determination stage, 5 bills are in the drafting stage, and 34 bills are still in the registered stage," said FITRA.
