The Center of Economic and Law Studies (Celios) research institution revealed that delaying the appointment of civil servant candidates (CPNS) and government employees with work agreements (PPPK) can harm businesses.
Celios estimates that the indirect losses incurred by businesses reach Rp3.68 trillion.
"Businesses are significantly disadvantaged because the salaries and allowances that CPNS should have spent on various basic necessities, housing, and electronics become a *potential loss*," wrote Celios in a report titled *Assessing the Economic Losses from the Delay in CPNS Appointments*.
Based on Celios' calculations, the delay in CPNS appointments has a wide-ranging impact on the *output* of the government services sector, indirectly decreasing by Rp3.53 trillion.
"This sector can implement efficiency measures or also postpone the recruitment of new employees," wrote Celios in its report.
The following is a list of the 10 sectors with the largest economic impact from the delay in CPNS appointments:
1. General government services: Rp3.53 trillion
2. Trade excluding cars and motorcycles: Rp441.7 billion
3. Professional, scientific, and technical services: Rp399.4 billion
4. Land transportation services excluding rail transport: Rp387.3 billion
5. Telecommunications services: Rp373.1 billion
6. Construction & installation of electricity, gas, drinking water, and communications: Rp336.9 billion
7. Electricity: Rp325.5 billion
8. Food and beverage provision: Rp286.8 billion
9. Banking financial services: Rp265.8 billion
10. Oil and gas refinery products: Rp261.2 billion
Accelerated 2024 CPNS Appointments
President Prabowo Subianto instructed that the 2024 CPNS appointments, originally postponed to October 2025, be accelerated to June 2025.
"The appointment of ASN is accelerated, namely for CPNS to be completed by June 2025 at the latest, while for PPPK, it will be completed by October 2025 at the latest," said Minister of State Secretary Prasetyo Hadi, as reported by *Katadata*, Monday (17/3/2025).
Prasetyo stated that the appointment of CPNS can be followed up according to the readiness of each ministry/institution or relevant agency.
