The Indonesian Healthcare and Social Security Agency (BPJS Kesehatan) has consistently experienced a deficit. In 2019, the Ministry of Finance, under Sri Mulyani, projected a BPJS Kesehatan deficit of Rp 32.8 trillion. Therefore, the government planned to increase BPJS premiums. One of the parties proposing this increase was the National Social Security Council (DJSN).
The DJSN proposed a premium increase for recipients of premium assistance (PBI) to Rp 42,000, an 82.61% increase from the previous premium of Rp 23,000. For government-employed participants, the proposed increase is to 5% of take-home pay, up from 5% of base salary plus family allowances. For businesses, the upper limit of wages for premium calculation will increase to Rp 12 million from Rp 8 million, with the premium percentage remaining at 5%.
For non-wage earners (self-employed participants), premiums are categorized into three classes. Class I premiums will increase by 50%, from Rp 80,000 to Rp 120,000; Class II premiums will increase by 47.1%, from Rp 51,000 to Rp 75,000; and Class III premiums will increase by 64.71%, from Rp 25,500 to Rp 42,000.
Finance Minister Sri Mulyani also proposed a premium increase of over 100%. She suggested a 100% increase for self-employed participants in Class I, raising premiums to Rp 160,000, and a 116% increase for Class II, raising premiums to Rp 110,000. The proposed increase for Class III is the same as the DJSN's proposal.
