The Center of Economic and Law Studies (Celios) conducted a survey evaluating civil liberties during the first year of President Prabowo Subianto and Vice President Gibran Rakabuming Raka's administration.

The results showed that 37% of respondents felt their civil liberties were protected. This consisted of 24% who felt protected and 13% who felt very protected.

Meanwhile, 35% assessed the condition as unchanged from before. Conversely, 19% of respondents stated that civil liberties in Indonesia were not protected, and 9% felt very unprotected.

According to Celios, these findings indicate that many people feel the space for freedom is shrinking.

"One of the causes is the use of the ITE Law, which is often used to criminalize criticism on social media, thus making people afraid to speak out," Celios wrote in its *1-Year Performance Report of the Prabowo-Gibran Administration*.

Furthermore, Celios believes that the detention of several demonstration participants without clear legal process reflects the state's tendency to prefer a control approach over dialogue with citizens.

Celios conducted the survey with 1,338 respondents spread across various regions of Indonesia. Data collection was done online through targeted advertisements on Facebook and Instagram from October 2-17, 2025.
