Center of Economic and Law Studies (Celios) evaluated the first-year performance of the Red and White Cabinet under the leadership of President Prabowo Subianto.

The result showed that Minister of Energy and Mineral Resources (ESDM) Bahlil Lahadalia was named the minister with the worst performance, receiving a score of minus 1,320 points.

"A similar situation was observed with Zulkifli Hasan (Coordinating Minister for Food) who received a score of -253 due to the failure to maintain food price stability and various issues related to Kopdes Merah Putih," Celios wrote.

Here are the top 10 ministers/agency heads in the Red and White Cabinet with the worst ratings in the past year, according to the Celios survey:

6. Dadan Hindayana (Head of BGN): -142 points

7. Raja Juli Antoni (Minister of Forestry): -141 points

8. Yassierli (Minister of Manpower): -97 points

9. Tito Karnavian (Minister of Home Affairs): -90 points

10. Budiman Sudjatmiko (Head of BP Taskin): -87 points

The survey involved 1,338 respondents spread across various regions of Indonesia. Data collection was conducted online through targeted advertisements on Facebook and Instagram from October 2-17, 2025.

Notably, ministers who were reshuffled or appointed in September 2025 were not included in Celios' assessment as they had only recently taken office.
