Experts and researchers from the Varieties of Democracy (V-Dem) Institute have found that many countries are increasingly restricting freedom of expression.

Based on the analyzed indicators, freedom of expression deteriorated in 44 countries in 2024, representing a quarter of all countries worldwide.

This figure is up from 35 countries in 2023, as reported last year, and significantly higher than two decades ago in 2004, when only 7 countries experienced such deterioration.

Conversely, the number of countries experiencing improvements in freedom of expression has decreased. This number fell from 29 in 2004 to 11 in 2023 and further declined to 8 countries in 2024.

"For more than a decade, freedom of expression has been the most impacted aspect of democracy," wrote the V-Dem Institute in its report, cited on Thursday (June 5, 2025).

The V-Dem Institute notes that this decline in freedom of expression encompasses various aspects, including decreased media freedom, worsening journalist safety, reduced freedom for citizens to discuss political issues, and the erosion of freedom of expression in academic and cultural spheres.

"Compared to the situation in 2014, the extent of this loss [of these aspects] is astonishing," the V-Dem Institute wrote.

This research is part of the liberal democracy analysis included in the Democracy Report 2025, 25 Years of Autocratization-Democracy Trumped?. At least 179 countries were involved in this study.
