The General Election Commission (KPU) has issued new regulations regarding the reporting of campaign funds for the general election. These regulations are outlined in KPU Regulation (PKPU) Number 18 of 2023 concerning Campaign Funds for the General Election, released on September 1, 2023. The regulation also refers to the General Election Law Number 7 of 2017.
PKPU Number 18 of 2023, the regulation on campaign funds for the general election, consists of three stages, as referenced in Article 3. These stages include the bookkeeping of campaign funds through a special campaign fund account (RKDK), the reporting of campaign funds, and the audit of campaign fund reports. The audit of reports is conducted by a Public Accounting Firm (KAP) appointed by the KPU.
The provisions for campaign funding sources in the 2024 General Election include funds for candidates for the House of Representatives (DPR), Regional Representative Council (DPRD), and Regional Representatives Council (DPD), as well as funds for presidential and vice-presidential candidates (capres and cawapres). Campaign contributions may come from political parties, individuals, and companies.
Contributors to campaign funds must also meet several requirements, such as not having outstanding tax obligations, not being in a state of debt payment deferral or bankruptcy, and ensuring that the funds do not originate from criminal activities.
The following are the limits on campaign fund contributions from individuals and companies, as referenced in PKPU Number 18 of 2023, Articles 8, 34, and 57:
* Individuals for presidential/vice-presidential and DPR/DPRD candidates: Rp 2.5 billion
* Companies for presidential/vice-presidential and DPR/DPRD candidates: Rp 25 billion
* Individuals for DPD members: Rp 750 million
* Companies for DPD members: Rp 1.5 billion
The regulation states that the amount of contributions from individuals or companies is cumulative for each contributor throughout the campaign period.
According to the KPU schedule, the official campaign period for the 2024 General Election begins on November 28, 2023, for both presidential/vice-presidential candidates and legislative candidates (caleg).
The campaign period this time is 75 days. The KPU prohibits campaigning from February 11-13, 2024, which is the quiet period before the election.
Voting will be held on February 14, 2024, followed by vote counting until February 15, 2024.
