Data from the Ministry of Finance's (Kemenkeu) Credit Program Information System (SIKP) shows that the value of disbursed People's Business Credit (KUR) agreements nationwide reached Rp138.63 trillion from the beginning of the year until July 4, 2025.
The agreement value represents the amount of funds disbursed based on the agreement between the debtor and the KUR disbursing institution. The number of debtors recorded as receiving these agreements reached 3.17 million people to date.
Kemenkeu also reported that the disbursed agreement value only reached 48.28% of the total ceiling of Rp287.09 trillion.
Meanwhile, in the full year of 2024, KUR disbursement reached Rp291.64 trillion with 6.81 million debtors. This value is equivalent to 101% of the determined ceiling of Rp288.54 trillion.
The 2024 value is higher than that of 2023, which was Rp265.46 trillion with 6.4 million debtors.
KUR is one of the government's programs to improve access to financing for micro, small, and medium enterprises (MSMEs), channeled through financial institutions with a guarantee scheme.
The available KUR disbursement schemes are for ultra-micro businesses (UMi), Indonesian workers/migrant workers (TKI/PMI), small businesses, and micro businesses.
Now, KUR will also be channeled for the housing industry. According to Katadata news, the Coordinating Ministry for the Economy and the Ministry of Finance have approved the use of KUR for this segment.
The Minister of Housing and Settlements, Maruarar Sirait, targets the KUR housing program to be completed this month. The KUR funds to be allocated for housing will reach Rp 130 trillion.
"The financing support from Danantara of Rp130 trillion is a breath of fresh air for the housing ecosystem to continue working hard and synergizing to build decent, affordable, and quality housing," said Maruarar in an official statement on Thursday (July 3, 2025).
The Ministry of Micro, Small, and Medium Enterprises stated that the KUR ceiling to be disbursed this year will reach Rp287.47 trillion. In other words, 45% of KUR disbursement by the end of this year will focus on assisting the housing sector.
In total, the government has budgeted Rp307.61 trillion for credit programs. Besides KUR, other credit programs include credit for the purchase of agricultural machinery and equipment worth Rp137.45 billion and labor-intensive industry credit of around Rp20 trillion.

KUR Housing Ceiling Increased to Rp5 Billion
The government has decided to increase the People's Business Credit (KUR) ceiling for developers with micro, small, and medium enterprise (MSME) status. Coordinating Minister for the Economy Airlangga Hartarto said the KUR ceiling for contractors with MSME status is now Rp 5 billion.
"This is given with criteria in accordance with MSMEs with capital up to Rp 5 billion, turnover or sales of Rp 50 billion," said Airlangga at a press conference at the Coordinating Ministry for the Economy building on Thursday, July 3, 2025.
Airlangga explained that the latest KUR ceiling for MSME developers can be used to build around 38 to 40 type 36 houses. This KUR facility is available with a tenor of four to five years.
