LPG Cylinders Not Fully Filled, Pertamina Could Have Excess Profits of Rp43 Billion

PT Pertamina potentially received an excess income of up to Rp43.13 billion from the sale of "gain" or excess LPG supply from partially filled cylinders.

This was revealed by the Indonesian Supreme Audit Agency (BPK) in its Semester I Audit Result Summary (IHPS) of 2022, released on October 4, 2022.

"The LPG inventory report at PT Pertamina shows a recapitulation of gains at Bulk Elpiji Filling and Transportation Stations (SPPBE) in the North Sumatra to Papua-Maluku Marketing Regional areas during 2021 totaling 19.93 million kg," stated the BPK in the report.

According to the BPK's findings, this "gain" or excess supply occurred due to the filling of LPG cylinders that were not completely empty, or LPG cylinder weights exceeding the standard, resulting in less than 3 kg of LPG being filled.

"The SPPBE gain has been calculated as a subsidy reduction, but the sales value and/or potential sales of the gain during 2021 remain as PT Pertamina's revenue, which should rightfully belong to the users of 3 kg LPG cylinders," explained the BPK.

"Consequently, PT Pertamina obtained excess revenue and/or potential revenue from the sale of gains at SPPBEs during 2021 totaling 19.93 million kg, amounting to Rp43.13 billion (excluding tax)," the BPK continued.

Based on this finding, the BPK recommended that PT Pertamina conduct a clarification.

"Recommending the Board of Directors of PT Pertamina to instruct the President Director of PT PPN to coordinate with the Minister of Finance regarding the policy of regulating the excess revenue and/or potential revenue of Rp43.13 billion from the sale of gains during 2021," the BPK emphasized.
