The Ministry of Finance (Kemenkeu) reported that the budget allocation for social protection (perlinsos) in the 2024 State Budget (APBN) is Rp496.8 trillion.
Sri Mulyani, Minister of Finance, detailed the allocation by category, including:
* Non-Ministry/Agency (K/L) Rp330 trillion. This fund is for energy subsidies such as fuel (BBM), LPG, and electricity; non-energy subsidies such as fertilizer subsidies, PSO (Public Service Obligation), KUR interest, housing loan interest, and disaster mitigation. Assistance is channeled to executors, including PLN and Pertamina.
* Ministry of Social Affairs (Kemensos) Rp75.6 trillion. This fund is for the Basic Food Card Program (Program Keluarga Harapan/PKH) and social rehabilitation assistance.
* Ministry of Health (Kemenkes) Rp49 trillion. This fund is for recipients of contribution assistance (PBI) for the National Health Insurance (JKN).
* Ministry of Education and Culture (Kemendikbud) and Ministry of Religious Affairs (Kemenag) Rp30 trillion. This program is for the Indonesia Smart Program (PIP) and the Indonesia Smart Card Program (KIP), targeting underprivileged students and university students.
* Village Direct Cash Assistance (BLT) Rp10.7 trillion.
"This is to provide an overview of how the APBN, which has allocated Rp496 trillion for social protection, directly protects the community. Therefore, the realization goes directly to each program," said Sri Mulyani in the *APBN Kita* press conference on Monday (25/4/2023).
Of that budget allocation, only 7.6% or Rp37.9 trillion had been absorbed as of February 29, 2024. The details of the realization are as follows:
* Through K/L Rp22.6 trillion. Details:
* Kemensos Rp12.8 trillion for the disbursement of PKH to 10 million recipient families and basic food cards to 18.7 million recipients.
* Ministry of Manpower (Kemenaker) Rp87.6 billion for contribution assistance for the Job Loss Guarantee (JKP) program for 10.3 million participants.
* BNPB (National Disaster Management Agency) Rp800 million for emergency disaster response.
* Through non-K/L Rp14.3 trillion. Details:
* Energy subsidies (BBM, LPG, and electricity) Rp14.3 trillion.
* Non-energy subsidies Rp400 million (for the warehouse receipt subsidy scheme).
* Through transfers to regions/TKD Rp900 billion. Details: BLT village Rp900 billion targeting 903,900 recipients.
Note: Sri Mulyani mentioned that social protection realization also includes social assistance (bansos) through the PIP, KIP kuliah (KIP for university students), and PBI JKN programs.
