In 2025, only 65.9% of large companies in Indonesia had official policies or strategies to prevent and handle workplace harassment, discrimination, or bullying.

This is evident from the 2025 Katadata Environmental, Social, and Governance Index (KESGI) research report released by the Katadata Insight Center (KIC).

KIC conducted an independent assessment of ESG compliance, including gender equality, in 276 companies from eight industrial sectors listed on the Indonesia Stock Exchange (BEI).

The results showed that harassment prevention policies were most prevalent in the energy sector, with a proportion of 88.2%.

Next was the plantation industry, with 75% of companies having similar policies.

This was followed by the banking sector at 73.9%; mining at 70.8%; hospitality at 69.2%; chemicals at 66.7%; transportation and logistics at 55.8%; and food and beverages at 46.3%.

"Gender equality indicators, such as wage equality, gender-based workforce composition, and the prevention of discrimination and harassment, are among the drivers of improved governance performance," stated KIC in the KESGI 2025 report.

KIC also stated that Indonesia currently has legal frameworks mandating companies to have rules for the prevention and handling of workplace violence, such as:

  • Law No. 12 of 2022 concerning Sexual Violence Crimes; and
  • Regulation of the Minister of Manpower No. 88 of 2023 concerning the Prevention and Handling of Sexual Violence in the Workplace.

"Ensuring that everyone feels safe and valued in the workplace is a fundamental foundation before discussing career opportunities or development programs," said KIC.

In KESGI 2025, KIC also conducted an independent assessment of other ESG indicators to measure the sustainability performance of large companies in Indonesia. The full report can be downloaded at this link.
