The Ministry of Religious Affairs (Kemenag) and the House of Representatives (DPR) have set the Hajj Pilgrimage Cost (BPIH) for 1444 H/2023 M at Rp90.05 million. This is lower than Kemenag's initial proposal of Rp98.89 million.
The Hajj Pilgrimage Trip Cost (Bipih), or the cost borne by the pilgrims, is Rp49.81 million, or 55.3% of the total BPIH. This is lower than the initial proposal of Rp69.19 million, or 70% of the total BPIH.
Meanwhile, the benefits to be covered by the Hajj Finance Management Agency (BPKH) amount to Rp40.23 million, or 44.7% of the total BPIH. The initial proposal for these benefits was around Rp30 million, or 30%.
With this cost scheme, the benefits used amount to Rp8.09 trillion. "This agreement is the result of discussions on the government's proposed scheme with pilgrims paying Rp69 million and the use of benefits amounting to Rp5.9 trillion," said Minister of Religious Affairs Yaqut Cholil Qoumas, as quoted on the haji.kemenag.go.id website some time ago (February 15, 2023).
In total, Indonesia received 221,000 Hajj pilgrim quotas in 2023. This comprises 203,320 regular Hajj pilgrim quotas and 17,680 special Hajj pilgrim quotas. Additionally, there are 8,000 additional Hajj pilgrim quotas for Indonesia this year.
The Bipih payment process opened on April 5th and ended on May 19th, 2023.
Kemenag recorded that, by the closing of the Hajj payment period, 24,276 prospective pilgrims had not paid their Hajj fees. Director General of Hajj and Umrah Organization (Dirjen PHU) Hilman Latief stated that a re-registration of the details of Hajj payments had been carried out.
He said that many prospective pilgrims had not yet paid the fees, even though Kemenag had previously extended the Hajj payment period until May 19th, 2023.
"We can report that for regular Hajj pilgrim quotas, payments were made from April 11th to May 19th, 2023. During this period, data shows that 179,044 pilgrims have paid, and 29,775 reserve pilgrims. Therefore, at the end of the payment period, there were 24,276 remaining quotas that had not been paid," said Hilman, as quoted from KBR.id, Monday (May 22, 2023).
Hilman stated that if these Hajj fees are not paid, Kemenag will replace those quotas with reserve prospective pilgrims.
