The Ministry of Communication and Digital Affairs (Komdigi) surveyed several digital skill needs among medium and large businesses (UMB) as well as micro and small businesses (UMK) in Indonesia.
Sixteen skill needs were surveyed. The results show that basic digital skills such as the use of Microsoft Office (Word, Excel, PowerPoint), internet, e-mail, and content editing have become essential needs for both UMK and UMB actors, with demand levels ranging from 48% to 71%.
However, Komdigi observed a striking difference in the demand for advanced digital skills such as data analysis, programming, digital security, and the development of artificial intelligence (AI)-based systems.
"UMB showed a higher proportion of demand, specifically around 33–62%, compared to UMK, which only reached 19–42%," Komdigi wrote in the Indonesian Digital Society Index (IMDI) 2025 report.
This difference, Komdigi stated, indicates a digital skill gap, where medium and large-scale companies tend to view advanced digital skills as a strategic aspect of business operations, while UMK still focus on basic digital skills and are not yet optimally prepared to adopt advanced technologies.
"This condition confirms that UMB are more prepared to face the challenges of the digital era, while UMK need support to catch up," Komdigi said.
Based on these findings, Komdigi believes that strategic interventions are needed to address this gap, including targeted training, policy incentives, and cross-sector collaboration to enhance the digital capacity of UMK, especially in mastering intermediate and advanced skills.
"These efforts are crucial for digital transformation to proceed inclusively and equitably, and to boost the competitiveness of UMK within the national digital economic ecosystem," Komdigi stated.
