The Ministry of Communication and Digital (Komdigi) blocked 2.8 million pieces of negative content on social media between October 20, 2024, and September 16, 2025. Of this total, 2.1 million contained online gambling (judol) content.
Komdigi's Director General of Digital Space Supervision, Alexander Sabar, explained that this negative content was identified using the Content Moderation Compliance System (SAMAN).
"The SAMAN system has been undergoing a piloting process for a year. The piloting ends next month," said Alexander in a press conference at his office, as reported by Katadata, Wednesday, September 17, 2025.
Based on platform, online gambling content was most prevalent on websites and IP addresses, reaching 1.93 million pieces of content.
The following is a complete list of online gambling content blocked by Komdigi by platform, from October 20, 2024, to September 16, 2025:
1. IP Addresses: 1,932,131 pieces of content
2. File sharing: 97,779 pieces of content
3. Meta: 94,004 pieces of content
4. Google: 35,092 pieces of content
5. Telegram: 1,742 pieces of content
6. X: 1,417 pieces of content
7. TikTok: 1,001 pieces of content
8. Line: 14 pieces of content
9. App Store: 3 pieces of content.
"To put this in perspective, this number is equivalent to 20 times the capacity of the Gelora Bung Karno Stadium. This data shows the significant threat Indonesia faces from the proliferation of illegal content," said Alexander.
Komdigi also met with 16 representatives from digital platforms, including TikTok, Google, and Meta, to strengthen efforts to eradicate negative content in the digital realm.
