As of March 5, 2018, at 8:25 AM WIB, 323.13 million prepaid Subscriber Identity Module (SIM) cards had been registered, representing approximately 85% of the 378 million cards in circulation. This means that approximately 55 million prepaid SIM cards (15%) remain unregistered.
According to Minister of Communication and Information Technology Regulation No. 12 of 2016 concerning the Registration of Telecommunication Service Subscribers, as amended by Minister of Communication and Information Technology Regulation No. 14 of 2017, registration of prepaid cellular cards was mandatory starting October 31, 2017. Registration requires the use of the Indonesian Citizen Identity Number (NIK) and Family Card (KK) number.
Failure to register by February 28, 2018, resulted in a phased sanction. Starting March 1, 2018, outgoing calls and SMS were blocked. Starting April 1, 2018, incoming calls and SMS were blocked. Finally, complete service blockage was implemented on May 1, 2018, for those who had not registered by April 30, 2018.
