Ookla Research industry analyst, Affandy Johan, stated that the development of 5G network technology in Indonesia is proceeding in a more gradual and strategic manner.

"Overall availability remains low across all regions, reflecting a highly targeted 5G rollout approach," Johan wrote on the Ookla website on Tuesday (August 12, 2025).

However, Johan said, this is an exception for Bali and Nusa Tenggara, where 5G availability has increased significantly.

"5G availability jumped from 4.4% in the first half of 2024 to 17% in the first half of 2025. This rapid increase reflects a concentrated rollout in key tourism and business areas," he said.

Meanwhile, Johan continued, 5G availability in regions such as Kalimantan, Maluku and North Maluku, and Papua and West Papua remains low.

According to him, the main challenge for wider 5G adoption is the limited mid-band spectrum, which is essential for strong 5G performance. Current 5G spectrum utilization is also limited to the 1.8 GHz, 2.1 GHz, and 2.3 GHz bands.

"This challenge is exacerbated by the high cost of new 5G infrastructure and the continued strength of existing 4G networks. As a result, operators have adopted a phased and strategic rollout focusing on high-population urban areas with proven demand," he said.
