Coordinating Minister for Political, Legal, and Security Affairs (Menko Polhukam) Mahfud MD submitted his letter of resignation to President Joko Widodo on Thursday (February 1, 2024).
This resignation is related to Mahfud's political position, as he is now running as the vice-presidential candidate alongside presidential candidate Ganjar Pranowo in the 2024 General Election.
Based on the *2022 Kemenko Polhukam Performance Report*, Mahfud's leadership at the ministry has achieved a number of accomplishments.
The report notes that Kemenko Polhukam has two strategic targets, namely:
* Strategic Target I: Handling Issues in the Political, Legal, and Security Sectors to Strengthen Polhukam Stability and Public Service Transformation.
* Strategic Target II: Increased Administrative Support and Operational Implementation of Kemenko Polhukam.
In 2022, Kemenko Polhukam claimed to have achieved 96.08% of Strategic Target I, exceeding its target of at least 85%.

1. Indonesian Democracy Index (IDI): target 78.06, achievement 78.12 (index scale 0-100)
2. Indonesia's Image Index in the International World: target 3.85, achievement 4.06 (index scale 0-5)
3. Anti-Corruption Behavior Index (IPAK): target 4.06, achievement 3.93 (index scale 0-5)
4. Minimum Essential Force (MEF): target 86%, achievement 63.48%
5. Crime Rate: target 112 people per 100,000 population, achievement 137 people per 100,000 population
6. Global Cybersecurity Index (GCI): target 0.826, achievement 0.948 (index scale 0-1)
7. Bureaucratic Reform Index (RB) Good and Above
* Ministry/Institution: target 80, achievement 91.60 (index scale 0-100)
* Province: target 70, achievement 88.23 (index scale 0-100)
* Regency/City: target 45, achievement 32.09 (index scale 0-100)
Based on this data, in 2022 Kemenko Polhukam's performance exceeded targets in terms of IDI, Indonesia's Image Index, GCI, Ministry/Institution-level RB Index, and Provincial-level RB Index.
However, in 2022 Kemenko Polhukam did not succeed in achieving targets in terms of IPAK, MEF, Crime Rate, and Regency/City-level RB Index.
Kemenko Polhukam also has Strategic Target II, which is assessed based on three performance indicators, namely:
1. Kemenko Polhukam's Bureaucratic Reform Value
2. Government Institution Performance Accountability System (SAKIP) Value
3. Unqualified Opinion (WTP) on Financial Reports
In these three indicators, Kemenko Polhukam claims to have achieved and even exceeded targets in 2022.
