The results of the Numbeo crime index survey in early 2026 revealed a series of cities in Southeast Asia with perceived high crime rates.
The index score ranges from 0-100; the higher the score, the higher the perceived crime rate.
The first place was occupied by Manila from the Philippines with a score of 64.6 out of 100 points. The second place was also from the Philippines, Quezon City, with a score of 64.3 points.
Two cities from Indonesia also made the list, namely Jakarta and Bali with scores of 52.8 and 51 points respectively.
Note that Bali is administratively a province, not a city. According to Numbeo's categorization, Denpasar, the only city-level region in Bali, is the one that qualifies for this list.
Here are the 10 cities in Southeast Asia with the highest crime index in early 2026, according to Numbeo:

- Quezon City, Philippines: 64.3 points
- Kuala Lumpur, Malaysia: 59.1 points
- Klang, Malaysia: 54.8 points
- Jakarta, Indonesia: 52.8 points
- Bali, Indonesia: 51 points
- Phnom Penh, Cambodia: 50.6 points
- Cebu, Philippines: 50.4 points
- Ho Chi Minh City, Vietnam: 50.4 points
- Johor Bahru, Malaysia: 48.6 points.
According to the category, the crime index of 8 out of the top 10 cities falls into the moderate category. Meanwhile, Manila and Quezon City are already considered high.
This data was collected from surveys filled out by visitors to the Numbeo website. Individual responses are rated between -2 (indicating a strong negative perception) and +2 (indicating a strong positive perception).
To maintain data accuracy, Numbeo uses a spam filtering algorithm, thereby excluding input from users who exhibit suspicious behavior.
The results of the crime index survey are then converted into a scale of 0 to 100 points with the following categories:
- Very low: 20 and below
- Low: 20.01-40
- Medium: 40.01-60
- High: 60.01-80
- Very high: above 80.
