The General Election Commission (KPU) has released the provisional list of prospective candidates (DCS) for the House of Representatives (DPR) for the 2024 General Election.
The announcement of the provisional list of candidates is stipulated in KPU Regulation Number 10/2023. This regulation states that the KPU must announce the DCS for DPR members to the public between August 19-23, 2023.
Registration of prospective legislative candidates (bacaleg) by participating political parties took place from May 1-14, 2023.
In a statement released on Saturday (August 19, 2023), the KPU confirmed 9,919 DCS members for the DPR. This number is compiled from 18 political parties.
The majority of political parties have met the quota of 580 seats. However, some have not reached this quota.
Political parties with the fewest DCS are Gelombang Rakyat Indonesia/Gelora (397); Bulan Bintang (470); and Hanura (485).
The KPU stated that this legislative candidacy process is the initial step in establishing the legislative body. Public participation in the 2024 General Election is crucial, especially in understanding the track record of prospective candidates who will be elected as representatives of the people.
"Therefore, from August 19-28, 2023, the KPU is giving the public the opportunity to provide input and feedback on the DCS," wrote the KPU in a press release on its official website, Saturday (August 19, 2023).
For information, the government increased the number of DPR seats from 575 to 580, following the formation of four new provinces in Papua. The four new provinces are South Papua Province, Central Papua Province, Papua Mountains Province, and West Papua Province.
The increase in the number of DPR seats is stipulated in Government Regulation in Lieu of Law (Perppu) Number 1 of 2022 concerning Amendments to Law Number 7 of 2017 concerning General Elections. This Perppu was signed by President Joko Widodo on December 12, 2022.
Article 186 of Law Number 17 of 2017 was amended to read, "Article 186 The number of DPR members' seats is set at 580 (five hundred and eighty)," according to the regulation.

Initial Miscalculation
Previously, the DCS data released by the KPU contained a miscalculation. In the first press release, the number reached 9,925 people out of 10,323 registered bacaleg. This data received strong criticism from the Indonesian Parliament Concerned Community Forum (Formappi).
"The figure of 9,925 candidates is not the same as the total number of candidates based on gender, consisting of 6,245 male candidates and 3,674 female candidates, which totals 9,919," said Formappi researcher, Lucius Karus, in a written statement to Databoks, Saturday (August 19, 2023).
Although the DCS recapitulation data has now been corrected by the KPU, Lucius considers this quite fatal because election matters are about numbers and data.
"It's unimaginable if that mistake involved the vote count in the presidential or legislative elections, who knows what would happen?" said Lucius.
In addition to the issue of data accuracy, the announcement of the names of candidates who met the requirements at the DCS stage was also considered very disappointing by Lucius. The information attached from the candidates was very minimal, namely only the name, party of origin, serial number, and address.
"How can the public test the honesty of candidates regarding the personal data they used as a requirement when registering?" Lucius asked.
The request for public input, Lucius continued, should be supported by complete information from the KPU regarding the candidates' background. All information related to the candidates' track record that has been submitted during registration should be opened to the public so that the public knows the additional information that needs to be submitted to the KPU, which was not submitted by the candidates themselves during registration.
"If the KPU wants to facilitate a quality and integrated election, they should understand what to do. Hiding candidate information is clearly not an expression of the KPU understanding the meaning of elections, nor does it have the spirit to be an important part in encouraging the birth of quality leaders and representatives of the people through elections," said Lucius.
