Indonesia Corruption Watch (ICW) suspects each member of the DPR will receive recess funds of approximately Rp4.25 billion in 2025.
ICW's calculation refers to the Budget Implementation List (DIPA) Excerpt for the 2025 Fiscal Year for the DPR, with a component titled Public Communication.
The details of ICW's calculation can be seen as follows:
- Working visits (KK) during recess periods (5 times a year): Rp1.37 trillion
- Working visits outside recess periods and outside DPR sessions (8 times a year): Rp868.49 billion
- Working visits during recess periods or during parliamentary sessions (1 time a year): Rp140.56 billion
- Aspiration houses: Rp87 billion
- Total: Rp2.47 trillion
- Money received by each member per year: Rp4.25 billion
“This calculation assumes that each budget component is equally distributed among 580 DPR members,” ICW wrote in its press release, Jakarta, Friday (7/11/2025).
ICW's calculation was made in response to a statement by Deputy Speaker of the DPR, Sufmi Dasco Ahmad, who stated that the DPR would cut members' recess funds to Rp500 million from Rp702 million.
However, ICW found it difficult to believe the statement because the DPR has never disclosed to the public the documents used as a reference for determining the budgeting and changes to recess funds.
“It should be remembered that undisclosed budget documents can widely open avenues for irregularities,” ICW stated.
Furthermore, ICW also suspected that Dasco's statement was untrue because the recess funds were estimated to have increased, not decreased.
This is because, ICW continued, Dasco said the cut in recess funds was made by reducing each member's recess points, from 26 to 22 points.
“However, if we assume that the recess funds indeed reach Rp500 million per recess with 26 points, then it can be roughly calculated that the cost per point would be around Rp19 million,” ICW explained.
“If it is cut to 22 points, it is very likely that the cost incurred per point for each recess would actually be around Rp22 million,” it added.
