State-Owned Enterprises' (SOEs) PMN only accounted for 6% of their total contribution during 2012-2022.

To stimulate competitive economic growth, the Indonesian government has injected funds into State-Owned Enterprises (SOEs) through the State Capital Participation (PMN) scheme.

Based on data from the Ministry of SOEs, the contribution of SOEs from taxes, dividends, and non-tax state revenues (PNBP) is greater than the government's injection into state-owned companies through PMN.

From 2012 to 2022, SOEs contributed Rp4,013 trillion to state revenue. Meanwhile, the total PMN amounted to only Rp296 trillion, or 6 percent of the total SOE contribution over the past ten years.

The largest contribution to state revenue came from taxes, totaling Rp2,118 trillion, representing 49 percent.

The second largest contribution came from other PNBP, at 34 percent or Rp1,466 trillion. Third was dividend payments, amounting to Rp429 trillion, or 10 percent.

In early July, the Ministry of SOEs submitted a PMN proposal for 10 SOEs to the House of Representatives (DPR). The ministry proposed a PMN of Rp73.26 trillion for 2023.

This PMN consists of Rp69.82 trillion in cash and Rp3.44 trillion in non-cash PMN. In 2022, PMN reached Rp56 trillion, while in 2021 it was Rp69 trillion.

Throughout 2021, the total SOE profit reached Rp126 trillion. This represents a significant increase from 2020, when it was Rp13 trillion.
