All provincial governments (Pemprov) on the island of Java have set the 2024 Provincial Minimum Wage (UMP).
DKI Jakarta has the highest UMP on the island of Java, while Central Java has the lowest.
Here is a complete list of the 2024 UMP in the provinces of Java Island:
1. DKI Jakarta
The DKI Jakarta Provincial Government set the 2024 UMP in its region at Rp5,067,381, a 3.38% increase or an additional Rp165,583 from the 2023 UMP.
This wage increase is recorded in Governor's Decree Number 818 of 2023 concerning the 2024 Provincial Minimum Wage.
Acting Governor of DKI Jakarta Heru Budi said that the UMP increase was calculated using the formula in accordance with Government Regulation (PP) Number 51 of 2023.
According to Heru, the increase in the DKI Jakarta 2024 UMP considers inflation and economic growth in the capital city, and the highest alpha (index number for compiling the UMP), which is 0.3.
2. Banten
The Banten Provincial Government set the 2024 UMP at Rp2,727,812, up 2.5% from this year's standard.
This is stated in the Banten Governor's Decree Number 561/Kep.287-Huk/2023 concerning the Determination of the Banten Provincial Minimum Wage.
Head of the Manpower and Transmigration Office (Disnakertans) of Banten Province Septo Kalnadi said that the 2.5% increase is a middle ground between the wishes of employers and workers, and is expected to satisfy all parties.
Septo also mentioned that the UMP is only a social safety net as a reference for compiling the 2024 District/City Minimum Wage (UMK), the nominal value of which may not be less than the UMP.
"Later, the UMK will be proposed by each district and city. The UMK will then be ratified by the Governor no later than November 30, 2023," said Septo, as reported by Antara, Wednesday (22/11/2023).
3. East Java
The East Java Provincial Government set the 2024 UMP at Rp2,165,244, up 6.13% or an increase of Rp125,000 from this year's standard.
This provision is stated in the Decree of the Governor of East Java Number: 188/606/KPTS/013/2023 dated November 20, 2023 concerning the East Java Provincial Minimum Wage for 2024.
Governor of East Java Khofifah Indar Parawansa said that the calculation of the regional minimum wage refers to PP Number 51 of 2023, considering the variables of economic growth, inflation, and certain indices.
"With this UMP increase, it is hoped that all stakeholders will pay attention to and implement these provisions carefully," said Khofifah, broadcast on the East Java Kominfo website, Tuesday (21/11/2023).
4. Yogyakarta Special Region
The UMP in Yogyakarta Special Region in 2024 is Rp2,125,898, up 7.27% or an increase of Rp144,115 compared to the 2023 UMP.
This was stipulated through the Decree of the Governor of DIY Number 384 of 2023 on November 21, 2023.
Secretary of the Yogyakarta Special Region Beny Suharsono said that the determination of the wage was carried out together with representatives of the Indonesian Employers Association (Apindo), experts/academics, and local labor unions.
"This year, the UMP increase is quite significant, although there are dynamics emerging here and there," said Beny, broadcast on the Yogyakarta Special Region Provincial Government website, Tuesday (21/11/2023).
5. West Java
The West Java Provincial Government set the 2024 UMP at Rp2,057,495, up 3.57% or an increase of Rp70,825 from the 2023 UMP.
Acting Governor of West Java Bey Machmudin said that in determining the UMP, the West Java Provincial Government had accommodated aspirations from associations, labor unions, and received recommendations from the Wage Council.
Bey stated that his institution understands the aspirations of workers who want a 15% UMP increase, but the decision taken must be based on applicable regulations and represent many parties.
Bey also ensured that the 2024 UMP will be a guideline in determining the UMK, which will be announced no later than November 30, 2023. "Certainly (UMK) will increase compared to last year," said Bey.
6. Central Java
The Central Java Provincial Government set the 2024 UMP at Rp2,036,947, up approximately 4.02% from the 2023 UMP.
This increase is recorded in the Decree of the Governor of Central Java Number 561/54 of 2023 dated November 21, 2023.
Head of the Manpower and Transmigration Office of Central Java Province, Ahmad Azis, said that the calculation of the 2024 Central Java UMP had gone through a plenary meeting of the Wage Council, which consisted of elements of the government, experts/academics, labor unions, and Apindo.
Azis stated that the UMP applies to workers/laborers with less than one year of work experience. Workers/laborers with certain qualifications can be given wages higher than the UMP.
"Wages for workers/laborers with one year or more of work experience are based on the wage structure and scale," said Azis in his press release, Tuesday (21/11/2023).
