The Ministry of Finance (Kemenkeu) reported that the realization of state expenditure in the State Revenue and Expenditure Budget (APBN) amounted to Rp1,255.7 trillion in the first half of 2023.
This figure only reaches 41% of this year's expenditure target, which totals Rp3,061.2 trillion.
"The realization of this expenditure grew slightly by 0.9% (year-on-year/yoy)," said Minister of Finance Sri Mulyani in an online press conference on Monday (24/6/2023).
Sri Mulyani detailed that in the first half of 2023, realized central government expenditure amounted to Rp891.6 trillion, or grew by 1.6% year-on-year (yoy). This component consists of ministry/agency (K/L) expenditure and non-K/L expenditure.
Realized K/L expenditure in the first half of 2023 amounted to Rp417.2 trillion, or increased by 5.9% (yoy).
"Of this ministry/agency expenditure, the most prominent is expenditure for election preparations, the development of the IKN (new capital city), and priority infrastructure development," said Sri Mulyani.
Meanwhile, two other items experienced a decrease in realization. Non-K/L expenditure contracted the most in the first half of 2023, falling by 1.9% (yoy) to Rp474.4 trillion.
The realization of non-K/L expenditure is mainly for the payment of fuel and electricity subsidies and compensation, the Kartu Prakerja program, and fertilizer subsidies.
Then, the realization of intergovernmental transfer expenditure (TKD) contracted by 1% (yoy) to Rp364.1 trillion.
The realization of TKD expenditure is used for the development of public service infrastructure in regions, both for education, health, irrigation, transportation, tourism, and economic development.
Meanwhile, state revenue grew by 5.4% (yoy) to Rp1,407.9 trillion in the first half of 2023.
This higher revenue compared to expenditure resulted in a budget surplus of Rp152.3 trillion, equivalent to 0.71% of the Gross Domestic Product (GDP).
