The Ministry of Finance (Kemenkeu) recorded that Indonesia's non-tax state revenue (PNBP) reached Rp579.5 trillion. This figure exceeds the target in the state budget (APBN) by 117%.
Meanwhile, PNBP from Indonesian ministries/institutions (K/L) reached 156.9% of the target in the APBN. Of the numerous K/Ls, at least 5 institutions had the highest PNBP achievement in their main services in 2024.
First place was occupied by the Ministry of Communication and Informatics (Kominfo), now renamed the Ministry of Communication and Digital (Komdigi), with a realization of Rp22.6 trillion. This figure is higher than the APBN target of Rp22 trillion and the mid-year report (lapsem) outlook of Rp22.1 trillion.
"This increase primarily stems from increased revenue from the use of radio frequency spectrum," wrote Kemenkeu in a report presented during an online press conference on the Kemenkeu YouTube channel, Monday (6/1/2025).
Second, the Ministry of Law and Human Rights (Kemenkumham) with Rp11.2 trillion. This surpasses the APBN and lapsem targets of Rp8 trillion each.
The increase was driven by revenue from administrative and legal services, such as visas and passports, influenced by increased tourist visits to Indonesia, and also supported by the electronic visa application.
Third, the Ministry of Transportation (Kemenhub) with Rp10.5 trillion. This is higher than the APBN target of Rp8.5 trillion and the lapsem of Rp8.9 trillion.
Kemenkeu explained that the increase came from transportation service revenue from port revenue, revenue from transportation concessions, and track access charge (TAC) revenue.
Fourth, the Indonesian National Police (Polri) with a realization of Rp10 trillion. This is lower than the APBN target of Rp11 trillion and the lapsem of Rp10.8 trillion.
Polri's achievement was driven by revenue from driver's licenses (SIM), namely issuance and renewal, revenue from global peacekeeping missions, and revenue from BPJS at the primary and advanced levels.
Finally, the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) with a realization of Rp3.1 trillion. This is slightly higher than the APBN and lapsem targets, both of which were Rp3 trillion.
The increase in revenue is due to the high volume of applications for spatial utilization activity permits.
