In 2020, there were 416 regencies in Indonesia. Of these, Pacitan Regency in East Java Province had the lowest total fertility rate (TFR).
The total fertility rate (TFR) is the average number of children a woman is expected to have in her lifetime in a particular region, assuming that birth rates follow a specific pattern.
Based on data from the 2020 Population Census Long Form by the Central Statistics Agency (BPS), Pacitan Regency had a TFR of 1.78.
This means that the average woman in the regency is expected to give birth to less than two children during her reproductive years.

5. Tuban Regency (East Java): 1.84
6. Sleman Regency (Special Region of Yogyakarta): 1.87
7. Trenggalek Regency (East Java): 1.89
8. Badung Regency (Bali): 1.89
9. Wonogiri Regency (Central Java): 1.9
10. Bantul Regency (Special Region of Yogyakarta): 1.9
11. Ngawi Regency (East Java): 1.9
12. Lamongan Regency (East Java): 1.9
According to the National Population and Family Planning Agency (BKKBN), the birth rate is an indicator that can both influence and be influenced by a country's development achievements.
"Countries with better development achievements, such as higher levels of health, education, and economy, tend to have lower birth rates," stated the BKKBN in its module titled *Demographic Processes, Concepts and Fertility Measures*.
"Countries with lower birth rates tend to have better development achievements. Therefore, managing fertility rates is an important policy for improving development achievements," it continued.
