Indonesia Corruption Watch (ICW) reported 55 members of the House of Representatives (DPR), specifically the leaders of the House's supporting bodies (AKD), for non-compliance in submitting their State Officials' Wealth Report (LHKPN) for the 2019-2021 period. The complaint was submitted to the DPR's Honorary Council (MKD) on Wednesday, April 12, 2023.
ICW views the actions of these 55 individuals as a violation of the law. The obligation to report LHKPN is mandated directly by Law Number 28 of 1999, further supported by Corruption Eradication Commission (KPK) Regulation Number 02 of 2020.
"These two regulations state that every state official must report their wealth once a year, with the latest submission date being March 31st," stated ICW in its official statement to Databoks on Wednesday, April 12, 2023.
Beyond legal violations, ICW also considers the disregard for LHKPN to be an ethical breach. This aligns with Article 2 paragraph (2) of the Indonesian House of Representatives Regulation Number 1 of 2015 concerning the DPR RI Code of Ethics.
This regulation states that every member of the DPR RI is responsible for carrying out the people's mandate, performing their duties fairly, complying with the law, respecting the existence of the legislative body, and utilizing the functions, duties, and authority granted to them for the benefit and welfare of the people.
"It can certainly be interpreted that if a member of the DPR RI ignores the orders of the law, it falls under the category of violating the law," said ICW.
ICW recommends that the MKD immediately summon the 55 AKD DPR leaders to be questioned regarding their non-compliance in reporting LHKPN to the KPK.
Furthermore, the MKD is expected to hold the hearing openly to fulfill the values of transparency and accountability to the public.
The 55 individuals known to be non-compliant in reporting their LHKPN are as follows:
1. DPR Leadership: 4 individuals
2. Commission Leadership: 37 individuals
3. Legislation Body Leadership: 2 individuals
4. Budget Body Leadership: 2 individuals
5. House Management Body Leadership: 3 individuals
6. Inter-Parliamentary Cooperation Body Leadership: 2 individuals
7. State Financial Accountability Body Leadership: 2 individuals
8. Honorary Council Leadership: 3 individuals
The types of violations are as follows:
1. Untimely submission: 22 individuals
2. Failure to report regularly: 16 individuals
3. Untimely submission and failure to report regularly: 9 individuals
4. Failure to report: 8 individuals
Based on the political party distribution of these 55 individuals, the majority come from the PDI-P, Golkar, and PKB parties. The details are as follows:

* Gerindra: 6 individuals
* Nasdem: 5 individuals
* PAN: 5 individuals
* Democrat: 3 individuals
