The Indonesian Hajj Finance Management Agency (BPKH) reported that at the end of 2022, Indonesia's Hajj funds reached Rp 166.54 trillion, a 4.88% increase compared to the end of 2021.
However, the value of Hajj fund benefits at the end of 2022 reached Rp 10.13 trillion, down 3.52% from the previous year's Rp 10.5 trillion.
Based on Law Number 34 of 2014, Hajj funds are funds from deposits for Hajj pilgrimage costs, Hajj operational efficiency funds, the community's perpetual fund, and the benefits managed by the state for the purpose of organizing the Hajj pilgrimage and implementing programs for the benefit of the Muslim community.
The value of benefits is the result of Hajj fund development, both from investment returns and fund placement in sharia-compliant banking products.
Hajj fund benefits are usually used to cover part of the Hajj Pilgrimage Cost (BPIH) for Indonesian pilgrims.
According to data from the Ministry of Religious Affairs (Kemenag), in 2011 and 2012, Hajj fund benefits were used to pay 19% of the BPIH per pilgrim.
In subsequent years, this percentage continued to rise, until in 2022 the benefits covered 59% of the BPIH, while pilgrims only covered 41%.
However, starting in 2023, Kemenag plans to reduce the proportion of benefit coverage to 30%. This means that the Hajj cost to be paid by pilgrims will increase to 70%.
"If the 59% benefit composition is maintained, the benefits are expected to run out quickly. Yet, pilgrims scheduled for Hajj in the next 5-10 years are also entitled to these benefits," said Hilman Latief, Director General of Hajj and Umrah at Kemenag, in a press release on Saturday (21/1/2023).
"Therefore, the Government, in a proposal submitted by the Minister of Religious Affairs during a working meeting with Commission VIII of the DPR, changed the scheme to 70% of the Hajj pilgrimage cost being borne by the pilgrims and 30% by the benefits," said Latief.
"This proposal may not be popular, but the Minister of Religious Affairs (Yaqut Cholil) is doing this to protect the rights of all Hajj pilgrims to the benefits and to ensure their sustainability," he continued.
