The majority of Indonesian people remain hesitant to adopt digital culture when using information and communication technology (ICT).

This is evident in a survey conducted collaboratively by the Ministry of Communication and Informatics (Kominfo) and the Katadata Insight Center (KIC), titled *Status of Digital Literacy in Indonesia 2022*.

According to the report, the digital literacy index score of Indonesian citizens in 2022 in the *Digital Culture* pillar reached 3.84 points on a scale of 1-5. This achievement is lower than in 2021, which scored 3.90 points.

The *Digital Culture* pillar measures internet users' habits, such as adapting communication styles to the audience, considering the feelings of readers from different ethnic/religious/political backgrounds, and crediting the original author/uploader when reposting.

“*Digital Culture* is the only pillar whose index decreased from the previous year, although it generally remains the pillar with the highest value,” stated the Kominfo and KIC team in their report.

According to the report, most of the *Digital Culture* pillar indices are between 3.8 and 3.9. “Only one index has a value below that range, namely crediting the author when reposting, which scored 3.57,” stated Kominfo and KIC.

Although the average index score for this pillar is considered good, a significant proportion of respondents admitted to being hesitant to perform several activities within the *Digital Culture* pillar.

For example, 73.2% of respondents admitted to being hesitant to adjust their communication style to avoid offending or disrespecting the recipient.

Other hesitations include: hesitation to consider and acknowledge cultural diversity on social media when sharing messages/information (73.2%); considering the feelings of readers from different religious/ethnic backgrounds or with differing political views (69%); and crediting the author when reposting (58.2%). The breakdown is shown in the graph above.

The Ministry of Kominfo and KIC conducted this survey among 10,000 internet users aged 13-70 years, spread across 34 provinces and 514 regencies/cities in Indonesia.

The survey was conducted from August to September 2022 through face-to-face interviews. Sampling was done using a multistage random sampling method, with a margin of error of approximately 0.98% and a 95% confidence interval.

Respondents had diverse backgrounds, including housewives, entrepreneurs, employees, students, farmers, and others. The complete report on this survey can be accessed and downloaded via the link: https://survei.literasidigital.id/.
