According to a report by the Southeast Asia Freedom of Expression Network (SAFEnet), during the third quarter, or July-September 2025, there were at least 605 cases of online gender-based violence (OGBV) in Indonesia.
Calculated from the beginning of the year, there have been 1,698 OGBV cases from January-September 2025, or an average of 6 OGBV cases per day.
"Based on past records, the number of cases will continue to increase until the end of the year. Moreover, it should be emphasized that SAFEnet's data only comes from complaints and internet monitoring," SAFEnet stated in its report.
In the third quarter of 2025, OGBV cases were most prevalent on WhatsApp, followed by Telegram and Instagram.
Below is a breakdown of the number of OGBV cases in Indonesia during the third quarter of 2025 by medium, according to SAFEnet data:
- WhatsApp: 264 cases
- Telegram: 108 cases
- Instagram: 84 cases
- TikTok: 33 cases
- X: 32 cases
- Facebook: 16 cases
- Others: 68 cases
In the third quarter of 2025, the most reported type of OGBV by victims was threats of intimate content dissemination, with 288 cases.
"Other recurring cases include sexual extortion (144 cases), non-consensual dissemination of intimate images (NCII) (78 cases), and doxing (24 cases)," SAFEnet said.
SAFEnet also found many OGBV cases that occurred during the demonstrations in late August-early September 2025, ranging from sexual harassment to threats.
"Other cases include sexual harassment on a special platform for children and fraud through the modus operandi of offering high-paying online job vacancies on the condition of providing intimate content," SAFEnet added.
