Based on data from the Southeast Asia Freedom of Expression Network (SAFEnet), there were at least 299 incidents of digital attacks in Indonesia throughout the third quarter, or July-September 2025.
According to SAFEnet, out of all incidents, 129 incidents, or 43.14% of the total, were related to public criticism and protests against government policies or were politically motivated.
Meanwhile, the surge in politically motivated incidents in August-September 2025 significantly contributed to the increase in digital attacks.
"The wave of protests in August-September 2025 triggered an increase in digital attacks, especially threats, with 67 cases (22.41%)," SAFEnet explained in its report.
SAFEnet stated that the most common type of digital attack, threats, occurred predominantly on WhatsApp with 35 cases, Instagram with 16 cases, and phone calls with 7 cases in total.
Hacking was the second most frequent type of digital attack, with 33 cases. These cases were prevalent on Instagram with 13 cases, WhatsApp with 6 cases, and Facebook with 4 cases.
"Doxing attacks were also high with 30 cases (10.03%), followed by extortion (25 cases), device seizure (21 cases), and data siphoning (18 cases). These forms indicate direct violations of victims' privacy," SAFEnet said.

- Account inaccessible: 12 cases
- Impersonation: 6 cases
- Mass calls: 6 cases
- Phishing: 6 cases
- Trolling: 6 cases
- Personal data theft: 5 cases
- Distributed Denial-of-Service (DDoS): 4 cases
- Mass messages: 3 cases
- Others: 10 cases.
