The Ministry of Communication and Digital (Komdigi) has once again released Indonesia's Digital Society Index (IMDI) for 2025.
This index aims to measure the competence and skills of the Indonesian people in using digital technology in their daily lives and at work.
The IMDI assessment was conducted through a survey of 18,564 individual respondents and 11,901 industry respondents across 514 regencies/cities. This survey has a margin of error of approximately 5% with a 95% confidence level.
The IMDI score is structured based on four main pillars: infrastructure and ecosystem, digital skills, empowerment, and employment.
In 2025, the national IMDI score reached 44.53 points out of a 100-point scale. This achievement marks an increase of 1.19 points from 2024's score of 43.34 points.
This score increase was supported by the infrastructure and ecosystem pillar, which scored 53.06 points (up 0.36 points), the empowerment pillar at 34.32 points (up 8.66 points), and the employment pillar at 42.91 points (growing by 4.82 points).
Conversely, the digital literacy pillar actually decreased to 49.28 points, a correction of 8.97 points.
"This indicates that although the condition of digital learning infrastructure and ecosystem is generally adequate, its utilization by the public is still not optimal," Komdigi wrote in its report.
Although the national IMDI score has continued to grow over the past three years, this achievement remains in the "sufficient" category, specifically within the range of 39.70 to 51.73 points.
Out of 38 provinces, no region has achieved a "very high" digital society index, or a score above 57.76 points. It is recorded that only 5 provinces have an IMDI score in the "sufficient" category.
Here are the five provinces with the highest IMDI scores in 2025:
1. DKI Jakarta: 56.97 points
2. Bangka Belitung Islands: 52.15 points
3. West Java: 52.05 points
4. Central Java: 51.19 points
5. DI Yogyakarta: 51.13 points
Meanwhile, here are the five provinces with the lowest IMDI scores in 2025:
1. Highland Papua: 31.11 points
2. South Papua: 31.62 points
3. West Papua: 33.90 points
4. Central Papua: 36.02 points
5. North Maluku: 37.43 points
