Based on Southeast Asia Freedom of Expression Network (SAFEnet)'s monitoring during the second quarter of 2025, 168 digital attacks were recorded in Indonesia. This figure represents a 29-incident increase compared to the first quarter of 2025.

"However, compared to the same period last year, there was a 78-incident increase. This increase occurred consistently every month," SAFEnet stated in its report launched on Wednesday (30/7/2025).

According to SAFEnet, attacks against high-risk groups accounted for 48.21%, or 81 incidents. Students were the most vulnerable group, with 40 attacks (23.81%).

"This was followed by civil society organization (CSO) staff/activists with 16 cases (9.52%) and CSOs with 9 cases (5.36%), indicating that civil society groups in general are the primary targets," SAFEnet said.

Media groups and student organizations each experienced 6 cases (3.57%), while journalists/media workers were recorded as victims in 4 cases (2.38%).

Besides vulnerable groups, SAFEnet stated that there were also victims of digital attacks from professionals and the general public. Private employees were the most affected group with 25 cases (14.88%), followed by the general public with 23 cases (13.69%).

Meanwhile, digital attacks against public institutions totaled 7 cases (4.17%), and government employees 6 cases (3.57%).

"Although the proportion is smaller than that of the private sector and the general public, their presence shows that the attacks are indiscriminate and can impact individuals within the government structure and bureaucracy," SAFEnet stated.
