Various elements of civil society, who are members of the Fact-finding Commission (KPF), conducted independent investigations and open source intelligence (OSINT) related to the August 2025 demonstration events.
In its report, KPF included a series of findings, including the number of political prisoners or detainees, after the protest based on data from the Youth Movement Against Criminalization (GMLK).
As of February 14, 2026, GMLK recorded 703 detainees undergoing legal proceedings, with 506 people convicted, or 71.98% of the total.
"Meanwhile, 31 people's criminal status has yet to be confirmed," explained KPF in the report titled The Largest Silencing of Young People Since the Reform Era.
Based on their distribution, the highest number of detainees was recorded in East Java Province, reaching 191 people, equivalent to 27.17% of the total.
The following are the details of the number of detainees by province as of February 14, 2026, according to GMLK data in KPF's report:
- East Java: 191 people
- DKI Jakarta: 163 people
- Central Java: 113 people
- West Java: 72 people
- South Sulawesi: 54 people
- Banten: 32 people
- West Nusa Tenggara: 22 people
- South Sumatra: 21 people
- Bali: 15 people
- DI Yogyakarta: 8 people
- East Kalimantan: 7 people
- West Sulawesi: 3 people
- West Kalimantan: 1 person
- Lampung: 1 person
GMLK also recorded five districts/cities with the highest number of detainees, namely North Jakarta (71 people), Makassar (52 people), Central Jakarta (48 people), Bandung (46 people), and Surabaya (46 people).
"As of February 14, 2026, KPF collected 23 types of legal articles used by law enforcement officers to prosecute demonstrators, students, citizens, and those who became detainees," explained KPF.
KPF conducted independent investigations and OSINT for five months on 115 interrogation reports (BAP) and more than 63 informants and witnesses.
In addition, conducting research on legal documents, digital forensics, photos of the incident, and analyzing the event from various perspectives in 18 cities, 8 provinces, and covering 4 countries.
