The Varieties of Democracy (V-Dem) Institute has released its Liberal Democracy Index (LDI) in the report named Democracy Report 2025, 25 Years of Autocratization-Democracy Trumped?.

V-Dem uses a scale of 0 to 1. Higher scores indicate a higher level of liberal democracy, while lower scores indicate autocracy.

Denmark ranks first with an LDI score of 0.88. Estonia and Switzerland follow, tied at 0.85.

Next are Sweden and Norway with a score of 0.84 each.

Other countries are Ireland at 0.83; Czechia at 0.82; New Zealand and Australia at 0.81 each; and Belgium at 0.80. The majority of the top 10 are European countries.

Indonesia is ranked 94th globally with a score of only 0.33. V-Dem notes a significant decline in Indonesia's liberal democracy over the past 10 years, both substantively and statistically, indicated by a red downward arrow.

Eritrea and North Korea have the lowest levels of liberal democracy globally, each scoring 0.01; Myanmar, Afghanistan, and Nicaragua each scored 0.02; and Turkmenistan scored 0.03.

The V-Dem Institute reports a decline in democracy in many countries, particularly in the economic sector, reaching its lowest level in over 50 years.

The V-Dem Institute also warns that several countries are moving towards autocracy, shifting away from democracy and establishing more authoritarian systems.

"This is a truly global wave of autocratization. Eastern Europe, as well as South and Central Asia, have experienced particularly sharp declines," the research team wrote.

The V-Dem's liberal democracy index uses measurements of liberal (civil and political freedoms) and electoral democracy (free and fair elections) aspects through 71 indicators. The index assesses 179 countries.
