According to a Kompas Research and Development (Litbang Kompas) survey, the majority of respondents (38.7%) believe that the ideal time for a president to evaluate a minister's performance is within the first 100 days.
Furthermore, 29.1% feel that the ideal evaluation period is within the first six months, and 22.6% of respondents suggested the first year.
An additional 8% of respondents believe the president should wait more than a year to evaluate ministerial performance.
The survey also found that if the president were to replace a minister, the majority (77.1%) of respondents want the replacement to be appointed based on their relevant expertise.
Meanwhile, 17.6% of respondents believe the replacement minister (reshuffle) should have a political background, and 4.6% stated that both expertise and political considerations should be taken into account.
"Ultimately, performance and expertise are objective answers if the government intends to boost cabinet work to be more effective and productive," stated the Litbang Kompas team in their report on Monday, February 24, 2025.
The Litbang Kompas survey involved 529 respondents from 38 provinces, randomly selected according to the population proportion in each province.
Data collection was conducted from February 10-13, 2025, through telephone interviews. The survey's margin of error is approximately 4.22% with a 95% confidence level, under conditions of simple random sampling.
