The Directorate General of Oil and Gas, Ministry of Energy and Mineral Resources (ESDM), compiled Indonesia's oil refinery capacity throughout 2022. The total volume reached 1,151.10 million barrels steam per day (MBSD).
Of this amount, the Cepu refinery was the largest with a volume of 380 MBSD. Below it is Cilacap with a capacity of 348 MBSD.
Other largest capacities include Balikpapan with a volume of 260 MBSD, followed by Dumai with a volume of 177 MBSD. Meanwhile, the smallest is the Kosim refinery with a capacity of 10 MBSD.

Will there be additional refinery capacity?
Citing *CNBC Indonesia*, the government has included the Tuban oil fuel (BBM) refinery, East Java, as one of the National Strategic Projects (PSN). Unfortunately, it is still hampered by funding issues.
This new refinery is being developed by PT Pertamina (Persero) through its Subholding Refinery & Petrochemical, PT Kilang Pertamina Internasional (KPI), and the Russian company Rosneft. Pertamina holds 55% of the shares, while Rosneft holds 45%.
Pertamina previously stated that the investment in this mega-project Tuban refinery reached US$21 billion or Rp315 trillion (assuming an exchange rate of Rp15,000 per US$).
"The Tuban refinery land is ready, but the financing needs to be discussed. It depends on Pertamina. Rosneft remains committed to building there," said Wahyu Utomo, Deputy for Regional Development and Spatial Planning at the Coordinating Ministry for Economic Affairs in Jakarta, Wednesday (13/09/2023).
The target production from the Tuban refinery is BBM with Euro V standards and produces 12.8 million kiloliters (kl) per year. This production includes 1.49 million kl of avtur; 5.2 million kl of diesel; 5.95 million of RON 92; and 0.16 million kl of RON 95.
In addition to BBM, 4.70 million tons of petrochemicals are also targeted per year. These targets include 1.3 million tons of paraxylene; 510,000 tons of styrene; 650,000 tons of LLDPE/HDPE; 1.16 million tons of polypropylene; 407,000 tons of sulfur; 500,000 tons of MEG; and 173,000 tons of MTBE annually.
