Every year, Indonesia usually imports diesel fuel. However, the import volume decreased in 2025, marking the first reduction in diesel fuel imports in the last five years.
According to data from the Central Statistics Agency (BPS), in 2025, Indonesia imported 5.29 million tons of diesel fuel, a 25% decrease compared to 2024 (year-on-year/yoy).
Correspondingly, the import value decreased by 32% (yoy) to US$3.49 billion in 2025, as shown in the chart.
This figure is a combination of imports of commodities with HS codes 27101971 (automotive diesel fuel) and 27101972 (diesel fuels other than automotive diesel fuel).
According to the Ministry of Energy and Mineral Resources (ESDM), Indonesia was able to reduce diesel fuel imports in 2025 due to the mandatory B40 biodiesel program, which is made from a 40% blend of palm oil and 60% diesel fuel.
"This achievement serves as a strong foundation for the government to set an ambitious target of completely stopping diesel fuel imports in 2026," said the ESDM Ministry in a press release (8/1/2026).
"The optimism of being free from diesel fuel imports in 2026 will be boosted by the operation of the Refinery Development Master Plan project in Balikpapan, East Kalimantan, which will massively increase domestic diesel fuel production capacity," he continued.
However, the ESDM Ministry noted a special point regarding high-quality CN51 type diesel fuel for heavy equipment industry needs.
"The option of importing [CN51] is still open to a limited extent due to domestic production capacity that is still in the development stage," said the ESDM Ministry.
