The target for solar energy utilization in Indonesia is very low for the next few decades, falling far short of coal utilization.

In 2025 PP KEN, the government sets a target for final energy utilization in units of tonnes of oil equivalent (TOE).

Final energy is energy that can be directly consumed by end-users, and TOE is a measure of energy quantity equivalent to one tonne of crude oil.

The government targets that the utilization of final energy from solar energy in Indonesia will reach a minimum of 1.2 million TOE by 2030.

Meanwhile, for the utilization of final coal energy, the minimum target is 67.2 million TOE by 2030, tens of times larger than solar energy.

A similar trend is targeted to occur until 2060, where solar energy utilization remains far below the level of coal energy consumption, as shown in the chart.

This policy has also been criticized by the Indonesian Center for Environmental Law (ICEL), as it reflects a weak commitment to energy transition.
