A July 2025 survey by the Seventeen Pioneer Foundation (PP17) revealed various education-related issues that Indonesian young people consider challenging.

PP17 stated that young people generally expressed concern and attention regarding the low salaries of honorary teachers.

“This issue has recently come under increased scrutiny following Finance Minister Sri Mulyani's statement that teacher (and lecturer) salaries are not entirely the responsibility of the state and, in fact, pose a challenge to state finances,” said PP17 in its National Benchmark Survey.

Lack of critical thinking skills: 21%
High dropout rate: 18%
Digital education infrastructure: 14%
Decline in student abilities: 13%
Cuts to higher education scholarships: 12%
Cases of poisoning in the free nutritious meal program (MBG): 11%
Inefficiency in higher education budgeting: 11%
None of the above: 1%

According to PP17, respondents who were interested (55%) and very interested (64%) in education were more aware of the issue of low salaries for honorary teachers. The same applied to respondents who were progressive (65%) and very progressive (71%).

“Meanwhile, those who were fairly conservative (30%) significantly underestimated the low salaries of honorary teachers as a national challenge, as did young people living in Sumatra (44%), compared to other regions,” PP17 revealed.

The PP17 survey employed a computer-assisted self-interviewing (CASI) method with 1,303 respondents aged 17-35 from across Indonesia between July 10-17, 2025.
