President Prabowo Subianto launched eight economic stimulus packages totaling Rp16.2 trillion on Monday, September 15, 2025.
The program, named "8+4+5," comprises various types of aid to be disbursed from this year until next year.
"It consists of eight acceleration programs in 2025, four programs to be continued in 2026, and five flagship government programs for job absorption," said Coordinating Minister for Economic Affairs Airlangga Hartarto at the Presidential Palace, Jakarta, on Monday, September 15, 2025.
The largest portion of this year's economic program budget, Rp7 trillion, is allocated for food assistance.
This food assistance involves the distribution of 10 kilograms of rice from October to November 2025. However, the assistance will be extended until December 2025 if the initial implementation is not optimal.
Next, there is a cash-for-work program with a budget of Rp5.3 trillion. This program is targeted to run from September to December 2025, benefiting 609,465 recipients.
Then there is a Jakarta DKI "Pilot Project" urban program with a budget of Rp2.7 trillion. This program aims to improve the quality of settlements and provide gig economy jobs, with funding from the DKI Jakarta Provincial Government and the Creative Economy Ministry.
Following this is an internship program for university graduates, targeting 20,000 participants with a budget of Rp198 billion. This program is intended for those who graduated from college within a maximum of one year. Participants will receive a monthly stipend equivalent to the minimum wage (UMP), which is Rp3.3 million for six months.
There is also a program to accelerate the deregulation of Government Regulation (PP) Number 28 of 2025 concerning business licensing, with a budget of Rp175 billion.
Next is the Additional Service Benefits (MLT) program for BPJS Employment Housing, providing mortgage interest rate relaxation for 1,050 housing units, with a budget of Rp150 billion.
"This can be used for home installments, down payments, and also for developers, where the BI rate plus 6% will be reduced to 4%," said Airlangga.
In addition, there is a tax incentive program in the form of a government-borne PPh 21 (income tax) worth Rp120 billion. Previously, this incentive only applied to labor-intensive sectors. However, it will now be expanded to the tourism sector, targeting 552,000 workers.
Finally, there is a subsidy program for BPJS Employment contributions for non-wage earners, such as online motorcycle taxi drivers, conventional motorcycle taxi drivers, drivers, couriers, and logistics workers. The total budget reaches Rp36 billion.
This BPJS contribution assistance will be channeled to 731,361 people, providing a 50% discount on Work Accident Insurance (JKK) and Death Insurance (JKM) premiums for six months.
