The Central Statistics Agency (BPS) notes that Lampung, Central Java, and West Sulawesi are the three provinces with the highest percentage of households occupying their own homes.
Lampung's proportion reaches 90.53%, Central Java 90.25%, and West Sulawesi 90.86%.
Several other regions have slightly lower percentages, such as North Kalimantan at 68.24% and Riau Islands at 62.8%. Jakarta has the lowest percentage, at only 50.67%.
Homeownership is measured by the legality of the building, based on the housing documents and certificates owned by the household.
In this BPS survey, the types of evidence considered are the Certificate of Ownership (SHM), Certificate of Building Use Rights (SHGB), Certificate of Ownership of Apartment Units (SHSRS/SHMSRS), and other supporting documents such as Girik, Letter C, and others.
BPS states that homeownership by residents, especially those in households, is influenced by many factors. Citing research from Carliner (1974), Struyk and Marshall (1974), and Tan (2008), BPS mentions that income is one of the factors influencing the decision to own a home.

The March Susenas sample comprised 345,000 households. The total household sample is spread across 34 provinces and 514 regencies/cities in Indonesia.
