The Indonesian government officially extended the implementation of Community Activity Restrictions (PPKM) levels 2-4 in Java and Bali from August 10-16, 2021. This was done to suppress the spread of the Covid-19 coronavirus.
Based on the Instruction of the Minister of Home Affairs (Inmendagri) Number 30 of 2021, at least 128 regencies/cities implemented PPKM levels 2-4 in Java and Bali. However, the majority of policies were implemented at level 4, covering 71 regions.
Fifty-five regions implemented PPKM level 3. Meanwhile, PPKM level 2 was only implemented in two regions, namely Tasikmalaya City (West Java) and Sampang Regency (East Java).
The following is a breakdown of the regions implementing PPKM levels 2-4 in Java-Bali:
1. PPKM Level 4
- Jakarta: Applicable to the entire region, including the Thousand Islands Administrative Regency.
- Banten: South Tangerang City, Tangerang City, Tangerang Regency, and Cilegon City.
- West Java: Bekasi Regency, Sukabumi City, Depok City, Cirebon City, Cimahi City, Bogor City, Bekasi City, Bandung City, Sumedang City, Bogor Regency, West Bandung Regency, and Bandung Regency.
- Yogyakarta: Sleman Regency, Bantul Regency, Yogyakarta City, Kulonprogo Regency, and Gunungkidul Regency.
- East Java: Tulungagung Regency, Sidoarjo Regency, Madiun Regency, Gresik Regency, Surabaya City, Mojokerto City, Malang City, Madiun City, Kediri City, Blitar City, Batu City, Trenggalek Regency, Nganjuk Regency, Malang Regency, Lumajang Regency, Bangkalan Regency, Lamongan Regency, and Mojokerto Regency.
- Bali: Jembrana Regency, Bangli Regency, Karangasem Regency, Badung Regency, Gianyar Regency, Klungkung Regency, Tabanan Regency, Buleleng Regency, and Denpasar City.
2. PPKM Level 3
- Banten: Serang Regency, Lebak Regency, Serang City, Pandeglang Regency.
- West Java: Kuningan Regency, Indramayu Regency, Subang Regency, Garut Regency, Purwakarta Regency, Banjar City, Sukabumi Regency, Pangandaran Regency, Majalengka Regency, Cirebon Regency, Cianjur Regency, Ciamis Regency, Karawang Regency, and Tasikmalaya City.
- Central Java: Purbalingga Regency, Pekalongan Regency, Magelang Regency, Jepara Regency, Cilacap Regency, Brebes Regency, Blora Regency, Pemalang Regency, Grobogan Regency, Tegal Regency, Pati Regency, Temanggung Regency, Kudus Regency, Banjarnegara Regency, Wonogiri Regency, Batang Regency, Rembang Regency, Pekalongan City.
- East Java: Pasuruan Regency, Pamekasan Regency, Pacitan Regency, Kediri Regency, Sumenep Regency, Probolinggo Regency, Tuban Regency, Jember Regency, Bojonegoro Regency, Jombang Regency, Ponorogo Regency, Blitar Regency, Banyuwangi Regency, Situbondo Regency, Ngawi Regency, Bondowoso Regency, Magetan Regency, Probolinggo City, and Pasuruan City.
3. PPKM Level 2
- West Java: Tasikmalaya Regency
- East Java: Sampang Regency
Although extended, the government began to ease the implementation of PPKM level 4 in several areas, such as opening places of worship with a maximum capacity of 25% or 20 people. Shopping centers or malls can also receive visitors with a 25% capacity, although this is still a trial in four cities: Jakarta, Bandung, Semarang, and Surabaya.
Critical sectors are allowed to operate at 100% with strict health protocols. Essential sectors are allowed to open with a maximum capacity of 50% for those related to public services and 25% for office administration services. Meanwhile, non-essential sectors must still implement 100% work from home.
Supermarkets, traditional markets, grocery stores, and supermarkets are limited to 50% visitor capacity and operating hours until 8 PM. Street vendors, grocery stores, voucher agents/outlets, barbershops, laundromats, street vendors, small workshops, vehicle washes, and others are allowed to open until 8 PM with strict health protocols.
Restaurants in enclosed spaces may only serve takeout or delivery orders. Restaurants in open spaces may allow dine-in with a maximum capacity of 25%, a maximum dining time of 20 minutes, and until 8 PM. Meanwhile, schools remain online and wedding receptions are prohibited.
In the PPKM level 3 regulations, office and industrial activities are similar to PPKM level 4. Malls can operate at 25% capacity. Regulations for street vendors, food stalls, and restaurants are similar to PPKM level 4, with a change in the maximum dine-in duration to 30 minutes.
Places of worship are allowed to open with a maximum capacity of 25%. Wedding receptions are limited to a maximum of 20 guests and do not include dining on-site.
Learning activities are allowed face-to-face with a maximum capacity of 50%. This is excluded for SDLB, MILB, SMPLB, SMLB, and MALB, which are allowed a maximum capacity of 62%-100% with a minimum distance of 1.5 meters and a limit of five students.
For PPKM level 2, activities in the essential sector are permitted with a maximum capacity of 75% for public services and 50% for office administration services. Activities in the non-essential sector are permitted with a maximum capacity of 50% for vaccinated employees.
Supermarkets, traditional markets, grocery stores, and supermarkets are limited to operating hours until 9 PM and 75% visitor capacity. Regulations for street vendors, food stalls, and restaurants are the same as in PPKM level 3.
Malls are allowed to operate with a maximum capacity of 50% until 8 PM. Places of worship are allowed to open with a maximum capacity of 50% or 50 people.
Wedding receptions are limited to a maximum of 50 guests and do not include dining on-site. Teaching and learning activities are the same as in PPKM level 3.
In addition, the government continues to urge the public to be disciplined in implementing the 3M health protocols to reduce the spread of the coronavirus. These protocols include wearing masks, maintaining distance, and washing hands with soap.
