During January-March 2025, the Southeast Asia Freedom of Expression Network (SAFEnet) received 422 reports of online gender-based violence (GBV).

The methods used by perpetrators of online GBV were diverse. Of the reports received, relationship manipulation was the most prevalent method in the first quarter of 2025. Other methods included personal issues (relationship conflicts), manipulation of video call sex (VCS), and transactional violence.

The following are the numbers of GBV reports based on perpetrator methods from January to March 2025:

VCS manipulation: 92
Terror: 36
Transactional: 26
Unknown: 24
Other: 37

SAFEnet provided support to those who submitted reports. Several reports were handled by escalating them to the platforms involved regarding the victims' intimate content.

"Approximately 10 reports also received counseling services from SAFEnet's third-party partners to help address the reporters' psychological condition resulting from their experience with online GBV," stated SAFEnet in its report.

SAFEnet also recorded that reporters were spread across 30 provinces, with the majority originating from Java. West Java had the highest number of reports with 116, followed by Jakarta with 50, Central Java with 39, East Java with 35, Yogyakarta with 22, and Banten with 17.

"Reports of online GBV remain dominant from the island of Java. Online GBV outside of Java came from North Sumatra with 10 reports, South Kalimantan with 7 reports, North Sulawesi with 3 reports, and Maluku with 1 report," SAFEnet said.
